Panama: New Law Creates Special Travel Document for Investors

The government of Panama has approved a measure that implements a special travel document for qualified foreign investors. This was already available for Retiree Visa holders in Panama.

Permanent residents in the Qualified Investor category (and their dependents) are eligible for the document, which is valid for the duration of their residency permit. It differs from a passport in that it does not grant citizenship rights such as voting, diplomatic protection or unconditional entry as a national. Instead, it functions as a recognized travel credential tied to residency status.

It typically allows for international travel, reentry into the issuing country, and serves as proof of legal residence; however, its acceptance may vary depending on which countries recognize it for entry or visa purposes.

This initiative aims to enhance Panama’s position as an international hub for business and investment.
